These hearings considered the disposition of the Interstate Commerce Commission's (ICC's) regulatory responsibilities related to railroad authority and duties. An orderly and rational transition from the current ICC jurisdiction to whatever future configuration the Congress should choose is extremely important. The hearing on January 26 considered the review and approval of mergers and other consolidations involving more than one rail carrier. The hearing on February 22 considered the ICC's authority in rail matters other than mergers. Included are the testimony and prepared statements of members of Congress and other witnesses, submissions for the record, and additions to the record.
