NATIONAL HIGHWAY SYSTEM DESIGNATION ACT OF 1995. HEARINGS BEFORE THE SUBCOMMITTEE ON TRANSPORTATION AND INFRASTRUCTURE, COMMITTEE ON ENVIRONMENT AND PUBLIC WORKS, UNITED STATES SENATE, 104TH CONGRESS, 1ST SESSION, MARCH 30 AND APRIL 6, 1995

These hearings address S. 440, a bill to amend Title 23, United States Code, to provide for the designation of the National Highway System, and for other purposes. The hearing on March 30, 1995, discussed two issues developed during the Intermodal Surface Transportation Efficiency Act (ISTEA) legislation: the percentage use of crumb rubber in asphalt pavement and the safety program for motorcycle helmets. The hearing on April 6, 1995, focused on the future financing needs of the federally owned Woodrow Wilson Memorial Bridge on the Capital Beltway south of Washington, D.C., and on the Federal Highway Administration's Innovative Financing Program for interstate highway financing.
