ROYAL COMMISSION ON ENVIRONMENTAL POLLUTION. NINETEENTH REPORT: SUSTAINABLE USE OF SOIL

The report reviews the factors that are affecting UK soils, summarising the rights and liabilities of land ownership and ways of accounting for soil resources. The most important interactions between soils and the atmosphere are discussed, including the likely effects of climate changes. Key policy issues about UK soils are examined. The deliberate removal of peat and other forms of surface mineral extraction are dealt with. Present practices in the use of soils for forestry and agriculture are explained and methods that would be less damaging to the environment proposed. The acceptability of spreading sewage sludge and other non-agricultural wastes on land is discussed. The effects of landfilling of wastes, waste disposal and contamination by past industrial operations are investigated. The present state of information and scientific knowledge is considered and the need for an explicit policy for soil protection is discussed.
