WARNING LIGHTING DEVICES ON MTO VEHICLES: A SURVEY OF THEIR USE BY DISTRICT MAINTENANCE STAFF

The study of warning lighting devices on Ontario Ministry of Transportation (MTO) maintenance vehicles was initiated by the Equipment Engineering Office in an attempt to address perceived concerns regarding unauthorized use of lighting devices and applications for MTO maintenance operations. A questionnaire was designed to provide MTO respondents an opportunity to identify concerns and issues surrounding present specifications of warning light use, local attempts to improve the system and the perceived advantages and/or disadvantages of their efforts. The questionnaire also provided an occasion to discuss general concerns with regards to lighting device use by external organizations and agencies and the observed relational effects on MTO. A total of 54 surveys were distributed to the districts in December of 1992, and 94% were returned within approximately 1.5 months. The questionnaire responses provided useful information with regard to the types of vehicular lighting devices used by MTO maintenance staff as well as providing an explanation and/or justification for their selection(s). The questionnaire also provided insight on the conditions, concerns and safety risks involved with respect to particular maintenance operations, based on their personal on-site experiences and/or observations. This report details the responses received and the concerns raised by MTO District staff.
