CONGESTION MANAGEMENT SYSTEM FOR HAMPTON ROADS, VIRGINIA

The Intermodal Surface Transportation Efficiency Act of 1991 established the Congestion Management System (CMS) as an integral part of the planning process. The CMS has, therefore, become an ongoing activity in the Hampton Roads region for identifying, developing, evaluating and implementing transportation strategies that reduce congestion and enhance mobility. This report includes capacity and congestion analyses for the existing (1995) and future (2015) transportation network in the region. In addition, the cause of congestion has been identified through operational and/or capacity deficiency problems. Transportation Demand Management and Transportation System Management strategies are examined to reduce congestion, particularly during the peak hours of travel in the Hampton Roads region.
