OVERVIEW OF THE ADVANCED TRAFFIC CONTROL SYSTEM OF THE TOKYO METROPOLITAN POLICE DEPARTMENT

Metropolitan Tokyo is fast becoming a nucleus of the world due to the growth of the Japanese economy. As the political, economic, and cultural center of Japan, all major urban functions are concentrated in Tokyo. With economic growth, though, comes chronic traffic jams, frequent traffic accidents, pollution, and the deterioration of urban functions. The development and implementation of the Advanced Traffic Control System was completed in February 1995 and began moving toward increased traffic safety, smoother traffic flow, and enhanced urban functions as Tokyo enters the 21st century. This system intends to moderate traffic jams via a new signal control system (STREAM). It will provide abundant traffic information to locate, judge, and rule on current traffic situations using large, flexible, display boards, video monitors, and a traffic information database, thus targeting the further advancement of traffic control functions. Also, the central system will be a decentralized configuration connecting more than 120 sets of computers to cover some 12,500 traffic signals and 30,000 vehicle detectors that can provide high speed processing at 2.5-minute intervals. This paper provides an outline of the concept of the system and an explanation of the operation of the newly employed functions.
