INTEGRATED URBAN TRANSPORT MANAGEMENT IN SOUTHAMPTON

ROMANSE (ROad MANagement Systems for Europe) is a cities project with two key objectives of establishing an integrated travel and traffic information system that enhances the efficiency of the Southampton network and encourages a shift of travelers to public transport. "Integrated Urban Traffic Management (IUTM)" is an area within the project involved with the development of a wide network monitoring system and a comprehensive IUTM strategies database. This paper describes the ROMANSE principles concerned with network monitoring and integrated management, as well as the achievements in terms of the detection system and data handling developments and control. The effectiveness of integrated information and control strategies are evaluated. The well-established monitoring system provides a comprehensive and timely coverage of traffic conditions, which thereby enables efficient management of the network. Several incidents have been modeled using the route guidance model, RGCONTRAM. For each modeled scenario, a recommended strategy is identified. An overview of the various stages of development and implementation are incorporated into the paper. Emphasis is given to the experience obtained and the critical factors that affect the iterative process of strategy development, network monitoring, strategy implementation, and feedback of network monitoring. Reference to the ROMANSE system architecture is provided, identifying the current limitations and the recommended future developments.
