TRAFFIC SIGNAL CONTROL SYSTEM FOR TRAFFIC SAFETY MODEL PROJECT IN SHANGHAI CITY

A new traffic control system was installed in Shanghai City. This paper describes the development, design, installation, and operation of the system, nicknamed MITRAS. The MITRAS signal control system differs from conventional signal control systems in that the local signal controller (LC) of the former utilizes the latest advancement of microprocessor technology in the design of LC, making it capable of executing all the processes in signal control using this enhanced processing capability and a specifically designed software program. Employing the dual ring concept, changeable phasing signal control is made possible. Using online traffic demand data gathered by detectors, intersection saturation rate and saturation flow rate are automatically computed, while signal timings for each cycle are automatically computed using the linear programming technique. To ensure high reliability of online signal control, the control section of LC is designed with a backup circuit to the central processing unit (CPU). In the event that the normal CPU circuit is out of order, the exclusive signal control LSI circuit enables the signal to be operated. The local master controller (LMC) coordinates the control parameters between a number of intersections by computing the common cycle length and offset. The Concentrator (CCN) accumulates, manages, and stores traffic data transmitted from the control center and LMC, and in turn provides data to the central man-machine installations when requested. From the center, operators of the central man-machine system can request and refer to any signal timings or parameters of each of the traffic signals.
