Geometric plans, sign inventories, maintenance records, and engineering studies are only a portion of the information managed by state departments of transportation (DOT) nationwide. In many states, indexing and archiving systems are not available for storage and retrieval of data. The authors of this paper developed a prototype computer-based model to address the indexing needs of state DOTs. The model is used in engineering report tracking, but can be used for other types of information as well. The model is based on a technique that links signalized intersections and road segments to nonspatial attribute data in a geographic information system (GIS) environment. A paper form was created to facilitate the extraction of data from engineering reports. The indexing model also includes a computerized version of the paper form to aid in data entry, as well as a form for query purposes. Application of the indexing model is demonstrated.
