ENVIRONMENTAL IMPACT ASSESSMENT IN THE ROAD DESIGN DECISION-MAKING PROCEDURE

YMPARISTOVAIKUTUSTEN ARVIOINTI PAATOKSENTEON APUVALINEENA TIENSUUNNITTELUSSA

Environmental impact assessment (EIA) has become a more important part in road project decision making. The law concerning environmental impact assessment became valid on the 1st of September 1994. It will concern about five to ten road projects a year. The environmental impacts will, however, be assessed to some degree in all road projects. In this study the main concern is what kind of environmental impact assessment would give the best service for the decision making. There is no model that suits all the projects. However, there are things that should at least be settled in the feasibility study and in preliminary engineering design. The environmental risks and their probability are assessed in the feasibility study. Existing basic data are sufficient and terrain investigation will not be necessary, exept in some special cases. The forecastable impacts are asessed in preliminary engineering design.
