REINVENTING GOVERNMENT FOR THE TRANSPORTATION PROFESSIONAL
In 1992, David Osborne and Ted Gaebler provided a volume that has changed the way many look at government. Their work, entitled Reinventing Government: How the Entrepreneurial Spirit is Transforming the Public Sector provides a checklist of tools and methods for the transportation professional who must do more with less. This paper provides a broad overview of the principles contained in the book. The following principles are covered: Catalytic Government: Steering Rather Than Rowing; Community-Owned Government: Empowering Rather than Serving; Competitive Government: Injecting Competition into Service Delivery; Mission-Driven Government: Transforming Rule-Driven Organizations; Results-Oriented Government: Funding Outcomes, Not Inputs; Customer-Driven Government: Meeting the Needs of the Customer, Not the Bureaucracy; Enterprising Government: Earning Rather Than Spending; Anticipatory Government: Prevention Rather Than Cure; Decentralized Government: From Hierarchy to Participation and Teamwork; Market-Oriented Government: Leveraging Change Through the Market.
