GRADUATED LICENSING--TRAINING WHEELS FOR YOUNG DRIVERS

Graduated licensing allows young drivers to gain maturity and experience via three progressively responsible phases. This article describes each phase of the graduated licensing process--learner's permit, intermediate license, and full license--and identifies several graduated licensing programs in the United States. Parents are named as an important link in passing on important safety information as well as providing comprehensive hands-on driving guidance. The National Highway Traffic Safety Administration supports the graduated licensing concept and has compiled a list of recommended components for tougher state programs.
