BREATHING LIFE INTO 'DEAD AIR'

This article discusses the lessons to be learned on user-paid traffic information from the financial collapse of Autotalk, Inc. in Los Angeles in 1994. The company provided an Advanced Traveller Information System (ATIS) for motorists who bought its special decoder, and integrated it with their car radio. This gave them immediate access to traffic reports broadcast within Los Angeles. The company failed because it never sold enough of its receiver units. Its single biggest problem seems to have been the abundance of 'free' traffic information already available in Los Angeles, especially from locally broadcast commercial radio. Other local traffic information services use: (1) commercial broadcast television; (2) cable television channels; (3) a cellular telephone network; (4) daily newspapers; (5) specified dialed telephone numbers; and (6) variable message signs (VMS). In all cases, motorists have to pay for the information in some way. ATIS could become successful if transport authorities sold their traffic information, or if customers were provided with added value services, such as in-car navigation to selected destinations. A significant proportion of drivers are willing to subscribe to ATIS if promised improved safety alone.
