"IS IT MADD TRYING TO RATE THE STATES?"--A CITIZEN ACTIVIST APPROACH TO DWI PREVENTION

This conference paper reviews the early history of Mothers Against Drunk Driving (MADD), the early social and legal context during which it came into being, and early research on MADD and its expectations. Attention is then focused on MADD's "Rating the States" assessment in 1991, which was followed by the second one in November 1993. Included are how the rating program was conducted, the rating methodology, and its results.
