G3 F7--AN EXPANDED LOS GRADATION SYSTEM

This article proposes an expansion of the level-of-service (LOS) criteria to better quantify existing conditions. An expanded LOS gradation system is necessary because: 1) intersection, arterial, and freeway service LOS "F" (failure) does not quantify congestion for existing or future conditions; 2) increased congestion beyond LOS F is accepted, but not quantified, and the means to model and make field measurements of capacity are available; and 3) LOS F does not direct transportation decisionmakers to the most appropriate choices for improvement.
