ISSUES IN RAIL PASSENGER SERVICE COSTING AND OPERATIONS

Contracts between Amtrak, the government passenger train operator, and the private freight railroads expire on April 30, 1996. The re-negotiation of these contracts offers the freight railroads an opportunity to re-examine the cost of passenger train operations on their properties, and the impact on operations and service quality. Operation of any passenger trains brings with it a substantial increase in exposure to liability. Operation of high speed passenger services on routes shared with freight trains will increase this exposure even more. The railroad industry needs to be protected from, or compensated for, this exposure. Passenger train operation may provide a profit opportunity for freight railroads, but only if costs are well understood and fair compensation can be obtained.
