PMS -- USEFUL FOR SMALL CITIES, TOO

Does a pavement management system cut costs in a relatively small city? Laguna Niguel, California, has 140 miles of streets. The author, director of public works and city engineer, writes of his city's experience with a PMS that he modified to more accurately reflect actual field conditions. After looking at all options, the city hired a firm to develop a new system called the Asphalt Management System. The city is using AMS to develop a 5-year street rehabilitation program.
