THE ECONOMIC EVALUATION OF PUBLIC INVESTMENTS IN TRANSPORT INFRASTRUCTURE: THE USE OF MULTICRITERIA ANALYSIS

This paper reports the development of a multi-criteria evaluation model for the economic assessment of transport infrastructure projects in Belgium. It aims to provide a transparent and easily understandable evaluation tool to public decision makers. First, a number of theoretical aspects related to the establishment of a set of dimensions and criteria are examined. Second, the dimensions are identified that should be taken into account in a multi-criteria analysis (MCA) for transport infrastructure projects. Third an analysis is performed of the aggregation procedure of the dimensions. Finally, the practical applicability of the method as well as its limitations are examined. (A)
