The 'balanced package' approach has been pioneeered by the local authorities of the West Midlands and has led to the national application of a package approach for funding local transport schemes by the UK Department of Transport. This paper describes the basis of the package approach, how it is being applied and what it means for local authority transport provision, in particular for the West Midlands. Specific reference is made to the current highest priority transport scheme in the region, Midland Metro Line 1, a new light rail rapid transit scheme.
