This paper sets down the raison d'etre of the Teesside Development Corporation and develops the strategy of the River Tees Barrage, one of the eleven flagship projects undertaken by the Corporation. The numerous studies that were carried out in order to establish the impact of the barrage on the environs of Teesside are described and the information required to be placed before Parliament is highlighted. The parliamentary procedures which enabled the River Tees Barrage and Crossing Act 1990 to be placed on the statute book are set down. Finally, the method of procurement of the engineering work is described. (A)
