AN EMPIRICAL APPROACH TO IMPROVE SOCIAL EQUITY WHEN PROVIDING ROADS
Engineering and certain economic criteria have tended to dominate road investment decisions in the past. Nevertheless, a transition is now in progress to accommodate social equity when providing roads. It is shown here, that such objectives can be achieved if the road planners are equipped with workable empirical approaches and appropriate guidelines. The paper suggests an empirical approach to simultaneously account for social equity and other factors that are traditionally used in making road investment decisions. This empirical approach is illustrated by applying it to a sample of present and future road proposals from Western Australia. The paper also examines the extent of incorporation of social equity factors in the past and the impact on road investment in rural and urban regions.
