SUMMARY AND RESEARCH NEEDS STATEMENTS FROM THE NATIONAL SYMPOSIUM ON THE DISADVANTAGED BUSINESS ENTERPRISE PROGRAM IN STATE AND FEDERAL HIGHWAY CONTRACTING

This circular, prepared by the Transportation Research Board (TRB) Committee on Disadvantaged Business Enterprises (DBE), summarizes the comments recorded at The National Symposium on the Disadvantaged Business Enterprise Program in State and Federal Highway Contracting and provides research problem statement summaries specific to issues identified at the symposium. The symposium was held in Baltimore, Maryland, on March 9-11, 1995. Participants represented prime contractors, minority contractors, women contractors, state departments of transportation, U.S. DOT and FHWA, and other interested parties. The purpose of this report is to provide guidance to research sponsors such as governmental agencies, research institutions, industry, the academic community, and others in allocating financial support and manpower to the solution of problems identified within the DBE and Minority Business Enterprise (MBE) programs. The symposium sessions are organized into four primary topic areas: general, administration, DBE development, and summary.
