PARTNERING: BUILDING QUALITY INTO PROJECT MANAGEMENT

Project partnering is quickly becoming a buzz word of the '90s in the construction industry and its definition or interpretation varies widely depending on who you ask. The origins of partnering are in the total quality management movement. Dr. W. Edwards Deming, often referred to as the grandfather of TQM, stressed the importance of developing strategic partnerships with suppliers and customers. The Army Corps of Engineers introduced the concept in the public sector on a project basis in the late 1980s to develop new levels of trust and cooperation between project participants and reduce the growing incidence of litigation.
