ASSESSMENT OF IMPACTS FROM IMPLEMENTATION OF USER SERVICES

The IVHS Benefits Assessment Framework project is a multi-year undertaking of the Volpe National Transportation Systems Center (VNTSC) and the Federal Highway Administration (FHWA). The goal of the project is to develop an analytical tool that improves the sensitivity and capability of currently available transportation software to assess the impacts and potential benefits of implementing IVHS (Intelligent Vehicle Highway Systems) user services. The analytical tool that was developed is a prototype model framework that links a regional transportation planning model with freeway and arterial simulation models, and with emissions, fuel consumption and safety impact models. The model framework was developed specifically to assess the travel time, congestion, emissions, fuel consumption and safety impacts of several traffic management IVHS user services.
