This paper presents the proactive approach of Illinois government and engineering consultants to develop a system of regional arterial highways to (1) reinforce the interstate system and (2) prepare for and perform the actions required by the National Highway System (NHS) legislation. The Strategic Regional Arterial (SRA) system is a 1340-mile network of existing roads in northeastern Illinois. As part of the 2010 Transportation System Development Plan adopted by the Chicago Area Transportation Study, the SRA system will supplement existing and proposed expressway facilities by accommodating a significant portion of long-distance, high-volume traffic.
