PRINCIPLES OF CAPACITY

The Highway Capacity Manual is an important guide to decision making regarding the existing and future operations of urban and rural roadway systems. The results of capacity analyses, however, do not replace the need to consider local legal, societal, environmental, behavior and other specific requirements, constraints and conditions. Although the manual does not address systems of facilities, overall mobility or environmental perspectives, the results of the analyses described in the updated document may also be used as input for the assessment of broad system issues, such as congestion or demand management.
