THE TRAFFIC MANAGEMENT SYSTEM FOR INTERSTATE H-3 AND TRANS-KOOLAU TUNNEL

The State of Hawaii Department of Transportation (HDOT) is currently constructing Interstate H-3 through the Koolau Mountain Range on the island of Oahu. A Traffic Management System (TMS) will be used along the H-3 corridor to aid in traffic operations on the facility, focused primarily on providing safe and efficient travel through the mile long Trans Koolau Tunnel. The Traffic Operations Center (TOC) will coordinate the TMS components which include vehicle loop detectors, emergency telephones, lineal heat detectors, closed circuit television (CCTV), a radio rebroadcast system, incident response vehicles, variable message signs (VMS), changeable message signs (CMS), lane control displays (LCD's), emergency exit signs, and traffic signals, among others.
