THE ASTRID/INGRID INCIDENT DETECTION SYSTEM FOR URBAN AREAS

This paper describes the development, application, and evaluation of the ASTRID/INGRID system for traffic monitoring and incident detection in urban areas. The INGRID automatic incident detection system uses both current data supplied by existing detectors and historic data from ASTRID. ASTRID is a database system developed to receive, process, and store traffic information. It has been developed to operate on-line and provides monitoring of traffic conditions as well as keeping an historic database of past conditions and trends. In addition to raising an alarm when an incident is detected, INGRID provides information on the location and spread of congestion caused by the incident. The system has been installed in Southampton, United Kingdom. One of the main features of the project is the provision of traffic and travel information to drivers so that they can make more informed choices about the time, mode, and route of their journey. The function of the ASTRID/INGRID system is to detect incidents and to provide information on current traffic conditions to the travel and traffic information center. ASTRID is also being used to monitor the effect of traffic management policies.
