TRAFFIC SIGNAL CONTROL UTILIZING DETECTOR OF MEAN SPEED FROM VIDEO IMAGES

This paper discusses the composition and functions of the independent control system by combining "congestion responsive traffic signal controllers" and "detectors of mean speed from video images" as well as the state of operation after system installation. A congestion-responsive traffic signal controller has control patterns of different signal cycles and splits corresponding to various traffic conditions depending on the type of day and the time of day, such as peak traffic periods and inactive nighttime hours. Besides multi-stage operation functions selected from designated tables for the calendar, day of the week, and time of day, it has congestion-responsive control functions that detect changes in traffic conditions from vehicle detectors on each inflow route, and in response, automatically selects the right control pattern for the traffic condition. A detector of mean speed from video images is a detector that has a CCD camera and image processing function. These cameras are positioned so as to have a bird's-eye view of the lines of vehicles entering the intersection, the changes in the traffic demand and amount of delay of each inflow route is captured by the image processing from the image data taken in by each camera, and the state of the intersection inflow part is abstracted as the space mean speed of the lanes. In this way, the detectors of mean speed from video images respond to the length of congestion of the signal intersections captured by the images, and the traffic congestion-responsive traffic signal controller selects the right cycle pattern and gives the right split for the congested inflow route, making it possible to relieve the traffic congestion.
