DEVELOPING LIGHT RAIL ISSUES IN OREGON: OVERVIEW OF OREGON LIGHT RAIL PROJECTS, TRI-MET LEGAL DEPARTMENT

This report 1) briefly describes the phases of a light rail project from initial planning to the commencement of revenue service; 2) discusses the chronology of significant events and identifies the primary legal issues that have arisen during the design and construction of the Westside light rail projects; 3) focuses on a couple of key Westside cases in a little more depth; 4) overviews problems, challenges, and upcoming developments in federal procurement; and 5) looks at some of the legal issues that will emerge from the South-North Light Rail Project.
