MAJOR TRIAL OF A DESIGN AND BUILD PROJECT AT AUCKLAND, NEW ZEALAND

This paper describes a major design and build project, the extension of State Highway 20 at Mangera, Auckland, New Zealand. It also briefly discusses the risk, control and liability aspects of design and build. The project is the largest design and build road contract to be undertaken by the controlling authority, Transit New Zealand. It involves the construction of 4.5km of motorway, including six vehicle bridges and three pedestrian bridges. The following aspects of the project are discussed: (1) registration and selection; (2) geotechnical and topographical tender information; (3) designation of the parties; (4) the risks; (5) project programme; (6) insurance; (7) consents; (8) quality system; (9) timing; (10) variations; (11) measurement and progress payments; (12) maintenance; (13) settlement of disputes; (14) design warranties; (15) definition of the employer's brief of physical deliverables; (16) tender information; (17) tender evaluation; and (18) progress of the contract to date.
