An index called Preliminary Assessment of Noise and Dust Disturbance Levels in Earthmoving (PANDLE) has been proposed, the magnitude of which will provide an indication of the degree of disturbance from noise and dust caused by earthmoving operations of scrapers and dump trucks. The index is based on the assumption that the degree of disturbance to the local population depends on the number of dwellings bordering the site and the volume of material to be transported past those dwellings. PANDLE (Ps) is calculated for each 100 m section of the site using the formula: Ps = n sub s V sub s 10 to the power -6; where n sub s the number of dwellings within 100 m of the fence line in a 100 m section, and V sub s is the bank volume. The validity of PANDLE was tested by calculation of the index for areas in four major road construction sites. These were compared with the number of complaints about noise and dust from these areas. The correlation obtained was sufficiently high to justify confidence that PANDLE gives good indication of the likely disturbance from noise and dust resulting from earthmoving operations.
