THE ROLE OF EVALUATION IN ATT DEVELOPMENT. 2. CONCEPT DEVELOPMENT

The Forth Estuary Driver Information and Control System (FEDICS) is the first stage of a national driver information system for Scotland. This paper concentrates on the key issues providing focal evaluation points for its initial concept development stage: (1) identification of the strategic aim for introducing FEDICS; (2) definition of the system's operational aims; and (3) identification of the functional requirements for the system's successful operation. FEDICS is an Advanced Transport Telematics (ATT) system, that aims to: (1) provide drivers with high quality information on road conditions of the interurban network; (2) enable drivers to use this information to improve strategic route choice; and (3) provide high quality information to assist efficient road network operation. The methodological design process used decides which application is likely to be most beneficial, compares the technical features of relevant options, and assesses their feasibility of implementation and cost- effectiveness. Seven options were initially assessed with respect to the system's design principles. A high-cost strategy, with central monitoring and control but some local-sign switching, was selected for detailed design and implementation.
