PLANNING POLICY GUIDANCE: TOWN CENTRES AND RETAIL DEVELOPMENTS

This PPG note replaces the guidance given in PPG6, "Major Retail Development", published in January 1988 and also advises on the planning aspects of other retail developments and all developments in town centres. It emphasises that the planning system should continue to facilitate competition between different types of shopping provision and develops the concept of vitality and viability of town centres, introduced in the previous version of PPG6. The report suggests how good management of town centres can help to promote vitality and viability and emphasises the need for a suitable balance in providing for retail development between central and out-of-centre retail facilities, taking account of various factors. It emphasises the role of existing centres and local shops, including village shops, in development patterns that: (1) minimise the need to travel; and (2) promote transport choices that help to reduce emissions of carbon dioxide and other pollutants. It encourages planning authorities to be realistic in planning for the future of town centres, especially by providing positive policies in plans to encourage uses that will contribute to town centre vitality and viability.
