THE ASSESSMENT OF FUTURE REPAIR AND MAINTENANCE COSTS OF BRIDGES IN NET PRESENT VALUE TERMS

The use of whole life costing (WLC) to compare alternative bridge designs is discussed. Aspects discussed include a) assessing maintenance costs, b) inflation and c) discount rate. The assessement of maintenance costs is being aided by the building up of databases to accomodate information on existing bridges. A table is drawn up of defect frequencies for concrete bridges in any 20 year period following 15 years defect free. Various methods of calculating discount value are considered. The value of WLC to saving costs is stressed. It is suggested that sensitivity analysis be used to arrive at a range of costings using varying input parameters.
