BALANCING URBAN TRANSPORT POLICIES WITH RESPECT TO TRAVELLER BENEFITS; EXAMPLES FROM TROMSOE

A 4-stage transport planning model for peak hour traffic is used to assess traveller benefits resulting from different transport political measures. The model is applied for a baseline year and for two future scenarios (year 2001 and 2005), taking into account the main system effects of these measures. We look at the effects of investing in increased road capacity, road pricing and improved public transport both separately and for their additional effect, given that other measures also have been implemented. These effects are furthermore analysed as to their immediate and long term implications for public transport subsidies. (A)
