OPERATING PLAN OF PUBLIC TRANSPORT NETWORKS IN LOW-DEMAND AREAS

DEPENDENCE ON THE AUTOMOBILE AND LOW POPULATION DENSITY ARE TWO CORRELATED VARIABLES. IN THESE CONDITIONS, PUBLIC TRANSPORT OFTEN PLAYS A MARGINAL AND COSTLY ROLE. LOCAL AUTHORITIES MUST MAINTAIN PUBLIC TRANSPORT FOR THE SEGMENT OF THE POPULATION UNABLE TO USE THE AUTOMOBILE, AND AT THE SAME TIME IDENTIFY RATIONAL MODELS OF SERVICE THAT ALLOW A SATISFACTORY COMPROMISE BETWEEN QUALITY AND ECONOMY. THE PAPER OUTLINES A HEURISTIC METHOD FOR PLANNING PUBLIC TRANSPORT NETWORKS FOR MEDIUM AND LOW DEMAND AREAS. THE METHOD REQUIRES FOUR PHASES FOR THE PRELIMINARY DESIGN OF THE NETWORK, AN EVALUATION PHASE, AND IMPROVEMENT PROCEDURES. THE FIRST FOUR PHASES PERMIT DETERMINING THE CORRIDORS, INTERCHANGE CENTRES, THE PRINCIPAL LINES AND SECONDARY FEEDER LINES. THE EVALUATION ALLOWS VERIFICATION OF THE RESULTS FOR PURPOSE OF COMPARISON. THE IMPROVEMENT PROCEDURES, APPLIED TO THE PLANNED NETWORK, REDUCE THE INTERCHANGE TERMINALS AND THE NUMBER O TRANSFERS ORGANIZE THE REMAINING TRANSFERS WITH A SYNCRONIZED SYSTEM AND EVALUATE THE CONVENIENCE OF INTRODUCING ROUTE-DEVIATION BUSES INTO THE NETWORK.
