THE CONTRIBUTION OF LAND TRANSPORT INFRASTRUCTURE TO THE NATIONAL ECONOMY

The paper outlines a major study commissioned by the AAA from The Allen Consulting Group, which provides the first in-depth analysis of how spending on roads affects productivity, growth and employment. As well as dealing with many aspects of land transport infrastructure, the study includes new results in two significant areas: an evaluation of the wider economic effects of a marginal increase in investment in the major road categories; and an analysis at the aggregate macroeconomic level of the relationship between investment in roads and private sector productivity The findings indicate that investment in land transport infrastructure has significant benefits to the national economy and provide strong prima facie evidence that the overall level of investment in roads has been too low. There is also a clear implication that the way in which road funds have been distributed is inefficient. (a) For the covering abstract of this conference see IRRD abstract no. 861222.
