OPERATIONS AND MAINTENANCE COSTS OF LOW-VOLUME ROADS IN CANADA

A national survey of operating and maintenance costs for low volume roads was undertaken in 1993. The objective of the study was to obtain and analyze maintenance costs for earth, gravel and low volume paved roads in various regions across Canada. Questionnaires were sent to 915 municipalities and provincial agencies across Canada. Some 350 questionnaires were returned along with related reports and studies. The responses gave a "snapshot" in time of operating and maintenance costs on low volume roads in Canada. The study indicated significant cost differences by geographic regions. Costs in Southern Ontario were 15 to 20 percent higher than other regions of Ontario. Costs in the prairie provinces were approximately 20 percent of those in Southern Ontario.
