ACHIEVING AN EFFECTIVE SOLUTION FOR IMPLEMENTING A PAVEMENT MANAGEMENT SYSTEM IN THE PROVINCE OF BRITISH COLUMBIA

This paper describes the issues involved in the PMS implementation for the Province of British Columbia in which multiple and conflicting needs had to be resolved in order to provide total customer satisfaction. Issues discussed include both technical and administrative aspects of the system implementation. The system implementation project involved needs analysis, system design, and system implementation phases. The BC Ministry of Transportation and Highways is a decentralized organization involving six Regions that develop the work programs and a central office that provides coordination and policy setting functions. A central Information Services Branch oversees the implementation of information management systems, including the PMS.
