DESIGN AND DEVELOPMENT OF AN INTEGRATED, AUTOMATED HEAVY VEHICLE LICENCE PLATE IDENTIFICATION SYSTEM

The authors were contracted to investigate, design, and develop an integrated weigh station system with the ability to weigh, identify, and pre-clear heavy vehicles at weight enforcement facilities. The work included the design of software and hardware interfaces to integrate existing Canadian Weigh-In-Motion (WIM) and Automatic Vehicle Identification (AVI) equipment with the new system. The system design was to accommodate data collection and to allow the generation of appropriate reporting for the weighing authorities, while being compatible with the HELP/Crescent System in the United States. For testing and demonstration purposes, the investigators installed two full-scale systems integrated with WIM and AVI at two sites in British Columbia and implemented a partial system integrated only with AVI at a third site. This report describes the implementation results, system evaluation, and system operation. The appendix includes system specifications and a site operator manual.
