A NEW ANNEX TO MARPOL 73/78 TO DEAL WITH AIR POLLUTION

In 1991 it was decided to develop a new Annex to the International Maritime Organization's Marpol Convention to deal with air pollution. According to the approved draft, the new Annex should apply to ships of 400 tons gross tonnage or above, or the total installed power of which is more than 1500 kW. It includes regulations on fuel oil quality, ozone depleting substances (halons and other CFCs), volatile organic oxides emitted by internal combustion engines and emissions from shipboard incinerators. Ships should be subject to surveys carried out by officers of the flag administration in order to ascertain whether the provisions of this Annex are being enforced and to issue or renew the International Air Pollution Certificate.
