This paper concentrates upon the conversion of merchant ships for naval roles, which was one of various materiel solutions and procurement strategies examined in support of the acquisition of training and helicopter support ships for the Royal Australian Navy. The objective is to detail the operational, engineering and procurement implications of this strategy as perceived by the project staff.
