A more effective and environmentally safe method of preventing biofouling in submarine seawater cooling systems is described. The portable chlorination system can be utilized shipboard on various submarine classes during periods of dockside chlorination of auxiliary seawater (ASW) system to chemically bind (reduction reaction) chlorine prior to ASW system discharge. The system utilizes liquid sodium-bisulphite injection (prepared from anhydrous sodium metabisulphite) into the discharge portion of the seawater system in sufficient concentration to render chlorine (as total residual oxidant concentration essentially zero and thus environmentally neutral upon discharge to receiving waters.
