The International Maritime Organization (IMO) is aware of the lack of waste handling facilities in many ports of the world, particularly the Caribbean and is introducing a number of initiatives and programmes to encourage countries to establish them. One such initiative is the financing of port reception facilities which will be discussed at IMO in October. Another initiative has seen IMO publish a comprehensive manual primarily for ports, which provides guidance on the provision of facilities. The problems in the Caribbean are particularly acute and the IMO is attempting to solve the problem with a US$5.5M programme called Wider Caribbean Initiative for Ship Generated Waste (WCISW). This seeks to promote the widest possible ratification and implementation of Marpol 73/78 within an area which includes the Gulf of Mexico and extends from the Bahamas as far south as French Guiana.
