METHODOLOGY OF THE DEVELOPMENT OF STABILITY CRITERIA ON THE BASIS OF RISK EVALUATION
Present international stability criteria are considered as not being entirely satisfactory, therefore in 1974 the International Maritime Organization initiated a programme aimed at the development of rational criteria. Several approaches were tried, however little has been achieved. The author proposes to apply risk analysis and estimation of probability of capsizing as the basis for the development of criteria. Definite methodology has been proposed which can differentiate criteria depending on the ship type, route and size, number of passengers and other factors.
