COAST GUARD PROBES HUMAN FACTORS

The US Coast Guard has undertaken a long-term, multi-faceted research program to understand the role of the human in the marine system, and to identity and develop countermeasures to minimize or control factors that contribute to human error. The article reviews the five major areas addressed in the program: manning, qualifications and licensing; automated systems' design; safety procedures and data; communications; and organization factors.
