This document presents a report by the House of Commons Select Committee on European Legislation on the law on road safety, and its Minutes of Evidence. After a serious coach accident in Kent, the Committee was astonished to find public disagreements over whether the European Community or Member States had the power to legislate on coach safety. The Committee delegated its detailed enquiry to a Sub- Committee, which took evidence from various people. The Sub-Committee decided to approach its task through practical examples. It asked road safety experts to identify priorities; they selected 16 measures on which there was the most general agreement. The construction and equipment priorities were: (1) safer steering wheels; (2) airbags; (3) anti-locking brake systems; (4) speed limiters; (5) compulsory seat belts for heavy goods vehicles; (6) seat belts in minibuses, buses and coaches; (7) stronger lorry cab construction; (8) impact tests for cars; (9) car front end design; and (10) fire safety. The driver behaviour priorities were: (1) blood alcohol limits; and (2) speed limits. The law enforcement priorities were: (1) tachometers and tachographs; (2) cross-border enforcement; (3) driving licences; and (4) roadworthiness tests.
