ROAD USER CHARGES IN FIVE EU-COUNTRIES; CONSEQUENCES FOR NORWEGIAN ROAD TRANSPORT INDUSTRY

MOTORVEGAVGIFT I FEM EU-LAND; KONSEKVENSER FOR NORSK VEGTRANSPORT

Five of the EU-countries, Denmark, Germany and Be-Ne-Lux, will from 1.1.1995 introduce a common system of road user charges for motorways for vehicles above 12 tonnes total weight, so called vignette. The charges are related to the period the roads are being used. The vignette system is mainly a territorial system which will not discriminate between nationalities. However, the reduction of annual vehicle tax in Denmark and Germany will contribute to a lower level of total charges than for Norwegian vehicles. Calculations indicate that Norwegian road transporters will have to pay approx NOK 6 mill due to the road user charges.(A)
