EFFECTS OF ROAD STANDARDS ON THE SUPPLY OF FOREST RAW MATERIALS: A PARTIAL REPORT

Sweden's forests constitute one of the country's most important natural resources. Increasing demands for fresh raw materials and short lead times make new demands on the accessibility of logging sites. That is why the standard of roads is being looked at more closely that ever before. This report presents the results of an analysis of three scenarios, with alternative investment levels, for the standard of the public road network. Calculations do not take into account the cost of negative effect of road closures on the process of gearing production to customer demand and on the development of new products, but include estimates of the profitability of upgrading high-priority sections of the central region road network, to make them passable during the thaw. The report shows that improved accessibility of the road network is a necessary condition for further expansion of the Swedish forest industry.
